Canada had taken the one CONCACAF place available (the United States had qualified automatically as hosts) by winning their regional Women's Championship in 1998. Japan had finished third in the 1997 AFC Women's Championship to earn their place, during the course of which they had recorded a 21-0 win against Guam.

Norway were leading at half-time with two goals from Aarønes a respectable score for the Canadians. In the second half the floodgates opened and the Norwegians seemingly scored at will.

After a goal-less first half Grigorieva gave Russia the lead nine minutes after the interval. Fomina made it 2-0 (65'), Hooper pulled one back for Canada (76') but another goal from Fomina (86') and one from Olga Karasseva (90+1') wrapped it up.
